I checked the price of 1 Pack of Cigarettes in New York State: $14.83, including $5.35 Excise Tax.  A Carton, containing 10 Packs cost $148.30.  Excise Tax is not charged on cigarettes sold on Reservations in New York State and the prices of cigarettes are much lower.
